Senior Project Engineer

The individual in this full-time position reports directly to the Engineering Manager.  The individual is required to exercise independent judgment and initiative while making sure that HCWA is in compliance with all local, State, and Federal guidelines for water, wastewater, and stormwater.  Individual is required to prepare, evaluate, certify, review, maintain, and/or update plans, specifications, ordinances, and bid documents.  Individual is required to perform and coordinate projects that entail the application of seasoned professional knowledge and experience in dealing with sensitive political issues along with valuation and negotiations issues, often under stringent project management deadlines.  This position also requires extensive coordination with other regulatory agencies, such as the Metropolitan North GA Water Planning District, and working in a fast pace environment assuring that the highest level of productivity and accountability are maintained.  Extensive verbal and written communication skills are a must.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Responsible for making sure that plans, specifications, rules, regulations, and ordinances conform to the intent of the Metro North GA Water Planning District (MNGWPD) long-term plans.  Duties include attending meetings and implementing procedures as necessary for HCWA and Henry County compliance with MNGWPD water, wastewater, and stormwater plans.
  • Responsible for ensuring that specifications and standards are in compliance and with GA EPD guidelines.  Duties include periodically reviewing and updating HCWA standards and specifications and providing GA EPD with any required reporting to satisfy HCWA’s delegated authority and MNGWPD.
  • Responsible for reviewing and approving plans, specifications, and hydrology studies prepared by consultants, developer’s engineers, or HCWA staff engineers.  Duties include verification that designs, plats, estimates, specifications, and calculations meet HCWA, GA EPD, and general engineering standards.
  • Responsible for providing assistance to various departments within HCWA, as needed.  Duties may include performing periodic inspections of development projects, Annual Labor projects, or Capital Improvement Projects (CIP).
  • Responsible for gathering and providing essential information necessary for various system audits.  Duties include meeting with various staff members to obtain information such as standard operating procedures, capacity certification processes, source water protection ordinances, interconnection reliability, inspection processes, water/sewer standards, Non-Revenue Water ranges, etc.
  • Responsible for assisting with the acquisition of any necessary easements or permits, such as GDOT, railroad, EPD, and/or U.S. Army Corps of Engineering permits.  Duties include compiling and reviewing all necessary calculations and documents required for permitting.
  • Responsible for tracking, assisting, and coordinating the progress, design, and construction of all (local and state) water/sewer line relocation projects.  Duties include periodically attending and coordinating with GDOT, HCDOT, and Henry County SPLOST regarding water, wastewater, and stormwater conflicts.
  • Required to attend various meetings with the public, developers, and/or other regulatory agencies, as required.
  • Responsible for performing other related duties or special projects as assigned.

 

EDUCATION AND EXPERIENCE: Four-year degree in Civil Engineering or related field from an accredited college or university; minimum of six (6) years of experience in water, wastewater, and/or stormwater fields; minimum of four (4) years in a position of planning or project management with supervisory experience; minimum of two (2) years of experience performing hydrology studies, stormwater modeling, floodplain evaluations, and/or watershed assessments; OR combination of education and experience listed above will be considered.

CERTIFICATES, LICENSES, REGISTRATIONS: Valid Georgia Driver's License; GA Professional Engineer; Erosion & Sediment Control-Level 2 Certification (must be obtained within 12-months of hire); Water Distribution System Operation & Maintenance and Wastewater Collection Systems Operation & Maintenance License, a plus, but not required.

 

PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This type of work includes, but is not limited to:  walking long distances (up to a few miles); carrying equipment up to 40 pounds; clearing thick brush in order to use surveying equipment; walking and/or surveying areas with steep slopes; and carrying equipment through wetland areas.  During times of occasional field work, the employee will be exposed to outdoor environments such as insects, snakes, wild animals, domestic animals, farm animals and possible inclement weather, including hot and cold.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
